ListServ is an e-mail list and e-mail delivery solution to manage electronic newsletters, discussion groups, and direct e-mail.  When a list is created, it is assigned an owner.  The list owner defines the list’s charter and policies. The list owner is also responsible for administrative matters and for answering questions from the list subscribers. List members are able to control their subscriptions through either the list's web page or email.
